What does a 2% CTR mean?

It means the recorded clicks equal 2% of the recorded impressions, or about 20 clicks per 1,000 impressions.

Does CTR measure conversions?

No. CTR stops at the click. Use conversion rate, CPA or ROAS to evaluate what happens afterward.
